Trump was not trying to reform NATO he undermined it like no one ever has, weakening it through concerted efforts at undermining cohesion and suggesting it was obsolete and not needed, to the point Russia and China got belligerent.

Trump wanted to lift all sanctions on Russia when he came in.

Trump let Vlad run wild in Syria.

Trump treated Ukraine like “a play ground” (his own advisors words),Trump blocked payment of a congressionally mandated $400 million military aid package to allegedly obtain cooperation from the Ukrainian president. Trump released the aid only after he learned there Was a whistleblower.
