Theory:
Some knew shit was going down. Maybe this dude was a looney who was coaxed into this attempt. SS let it go down, knowing they were going to take him out afterwards regardless. Dead men tell no tales.

From what the guy there who was one of the people pointing the shooter out said, the guy was belly crawling up the other side of the roof at the time.
