Cocke county is probably just about the most corrupt county in Tennessee. I grew up in East Tennessee and the shenanigans that go on in that county would make a ukrainian whore blush.

I'm honestly surprised God hasn't smited the entire county, already, and I'm not even a religious fellow.

I'd take my chances on the boat. Water looks slower moving on the lefthand side. That kind of current is eroding the soil around the foundation. Fuck ever living near any body of water. Just takes one storm with a hair up its ass to up-end your life.
