I swear the people were just as big bullshiters back then as as politicians are these day's. Say one thing , do the opposite.
1) the constitution did a bad job of that .
2) if he really believed that then they wouldn't have got rid of the articles of Confederation, which did a far better job of achieving that than the constitution.
Basically everything needed to be a super majority back then to change.
That's far superior to the constitution which has been violated in just about every way possible.
The constitution was a power grab not the other way around. But they made it sound that way to push it.
