Why would the pilot even attempt to land in an area that is obviously not cleared?
Well, based off my experience of landing zones, they might have had an all clear for space off to the right and as they dropped in elevation their wash was creating an issue with debris flying which could cause a safety concern for the flight crew. It's why he pulled up to get lift and tried to make distance.

MountainMedic @MountainMedic would probably have more insight.

Personally whenever I had to set up a landing zone for life flight we would cordon off a 100x100 yard zone and walk it to make sure there was no debris in the areas. NC is a whole different beast at this moment.

We don't even know if that is a FEMA helicopter, there are a lot of private pilots with some large machines that are running rescue missions.

From FEMA:
" A survivor has to pay FEMA back only if they receive a FEMA grant to cover certain expenses and then later receive benefits from insurance or another grant that cover those exact same expenses. "

not long ago insurance companies would provide help during disasters no mater the coverage or type of disaster

these people/families are fcked. that $750 for what a night or two motel 6 and maybe a pizza or two
blatantly turning their backs on these people AND all the stories of interfering with rescues or supply drops with no fcks given

The govt always makes sure they get money from everyone so they can keep their jobs, free from any questions

If that guy was trying to help, he didn't accomplish his task.
Should be liable for damages and owes the effected people an apology at least.

Now, if he did it deliberately to stifle efforts to save/aid stranded desperate people then he should be liable for a whole lot more.

Around the 5 minute mark, the pilot and co-pilot can clearly see where they are going to land is free and clear of debris and/or citizens in the area. I don't know if the helicopter in the first video is FEMA or not but you can't tell me they couldn't see the area was not clear on approach.
