Not allowed to touch the car I believe
I watched that race, the driver had been given a time penalty for a rule infringement during the race (5 or 10 seconds, can't remember exactly) and the rules state that the penalty is served either at the next pitstop, or the time is added on at the end of the race if the car doesn't pit again.
The way those time penalties are served in the pits is the car must come to a complete stop, then the mechanics must wait the appropriate time before working on the car.
That guy didn't actually do anything constructive to the car, but the letter of the law is that no-one can even touch the car whilst the penalty is being served.
The driver in question ended up getting another time penalty for not serving the first penalty correctly lol.
