Not just Walmart. Regular grocery stores are like that in every city in CA for more than a decade. More rural & coastal towns not so much but every med-large city is a cesspool & filled with degenerates.
Yes. The people stealing can’t breast feed since their milk is poisoned by all the drugs. There’s all sorts of programs for these people but they’re so fucked up & lazy it’s easier to just walk to the nearest store & steal it.

Getting public aid for mother and child is the easiest handout in the world, no reason to steal from a business because paperwork is too hard. Walk into any church and ask for help if you don't want to go on paper with the government. You'll get it.

Being pro theft doesn't buy you the moral highground. There are hundreds of avenues to get assistance as a new mother.
Fix the culture and stores would not have to keep everything under lock and key.
Stealing a non-luxury good to feed a baby is 100% more "acceptable parenting" than letting the baby starve.
