Because government officials get to decide how much government officials make, so they all skew high because a high tide raises all ships in their minds.
Imagine if McDonalds cashiers got to decide how much cashiers make?
This event is shining a light on just how much the DEI craze has caught on in certain places.
It's very similar to what happened in South Africa. There was a massive push to indigenize the industries, that whites built. It has been a disaster. Turns out it takes a tremendous amount of skill and organization to farm arid lands and make sure the lights stay on and people have water.
Putting these incompetent tokens at every level of government is having the same result in places like LA. It doesn't take long to ruin what took decades to build.

Couldn't a system be built where ocean water is piped to strategic locations in times of emergency. Can't be that hard to do, right?

These people always sue. Willing to bet that if you dig that chief has probably sued the city several times already. It's just part of the playbook.
She's not fired. Apparently they called a meeting to fire her, but somehow she came out of it unscathed.

The States water ends at the handoff from Pyramid Lake to Castaic (although the state owns something like 1/7th of Castaic it’s fully operated by LADWP. State water also ends at Lake Perris. There’s a small east branch extension just prior to Perris from Silverwood but MWD receives nearly everything from both of those & much of Castaic as well
