A casino with all their security and cameras is probably one of the more secure public spots to do this

I don't think so. Fucked up shit including straight up murder happens at casinos all the time. Cameras are the only real measure they have, they have a lot of security and stuff in place to very quickly RESPOND to a crime but very little to prevent it. That being said I'm sure it was well secured.

I used to be an accountant and I can tell you from 1st hand experience - those people are the LAST ones you want in charge of some kinda border security.
Just fire the unnecessary bean-counters and hire people actually qualified as border patrol.
