No different than continuing to stand there after it's clear your gonna pepper sprayed if you keep standing there.

In a less draconian vein, just unload on em with 50 garden hoses. Not even high pressure fuck you hippie firehoses, just regular lawn sprinklers.
Its cold as fuck, takes the protest right out of em.
