It was a badly attempted thing and lazy. you can't have only one manager in the whole game, you need another manager otherwise the work Heyman does with one is compared to the work he does with another.
Cesaro should have his own manager that has nothing to do with the tweener stuff Heyman does for Brock. It doesn't need to be as lengthy and elaborate as Heyman does. Heyman gets overexposed with Brock often now because he's limited to doing basically the same schtick with him over and over just liek Suplex city was getting over-exposed.
