Some people don't have the temperament to make the needed decisions in a time of war. They will hesitate, and hesitation is costly. Tom Hagen was good at making money during peace time, but he wasn't a war time consigliere.

Exactly this. He wasn't ruthless. He wasn't prepared. He was too close to the Don and the Don paid for it... but couldn't push him because he saw him as a son.
