In an incident that authorities are describing as a "mass casualty situation," between 12 and 15 people have reportedly been shot at First Baptist Church in Sutherland Springs, Texas, a small community south east of San Antonio. The people were presumably attending a Sunday church service when a gunman opened fire. Few details are available. The gunman is still "active" according to the latest police reports.

Here's a live feed from the scene courtesy of local ABC affiliate KSAT 12:

Unconfirmed reports on social media claim that more than a dozen people have been injured during the shooting, though it is not clear yet how serious their injuries are. Kens5 Eye Witness News claims that a two-year-old is among the shooting victims. Neighbors are reporting that a gunman entered the church and opened fire before taking off in a vehicle.

This is insane anywhere in the country, but particularly in a town of less than 1,000 people.

"Texas Congressman Vicente Gonzalez said on MSNBC he had received reports that "24 people are now deceased from this incident and 20 people are injured. We won’t have final numbers until probably a few more hours."

Gonzalez added that "apparently the shooter was not from the area, he was from outside of that area."

He added that based on what he knew he did not believe the incident was related to terrorism, but "was some kind of other incident that has to do with the church or the community."

"It's a rural community and a conservative, mostly farmers and ranchers and people who work out in the oil and gas patches," he said, adding that the community was "very tranquil and very safe."

Carrie Matula, who works at a gas station about a block and a half away from the church, told MSNBC that she heard "semiautomatic gunfire" and looked to see what was going on."

27 dead, 24 injured in a town with a population of 683. 4% of Sutherland Springs' population was just wiped out by a gunman.

Sad. They're saying that the church tapes all their services to post online, so there's a good chance they have video of the attack.

Today's mass shooting in Sutherland Springs, Texas, was only halted after an armed Texan "engaged" the killer and put an end to the rampage, the Texas Rangers reported.

Freeman Martin, a major in the Texas Rangers and a spokesman for the Texas Department of Public Safety, says the suspect dropped his rifle and fled after being confronted by a local man who had grabbed his rifle.

Freeman provided a timeline of the tragedy in a press briefing Sunday evening.

"At approximately 11:20 this morning a suspect was seen at a Valero gas station in Sutherland Springs, Texas," Martin said. "He was dressed in all black. That suspect crossed the street to the church, exited his vehicle and began firing at the church."

"That suspect then moved to the right side of the church and then continued to fire," he continued. "That suspect entered the church and continued to fire. As he exited the church, a local resident grabbed his rifle and engaged that suspect. The suspect dropped his rifle, which was a Ruger AR assault-type rifle and fled from the church."

"Our local citizen pursued the suspect at that time," Freeman went on. "A short time later as law enforcement responded that suspect right at the Wilson/Guadalupe County line crashed out and was found deceased in his vehicle. At this time we don’t know if it was a self-inflicted gunshot wound or if he was shot by the local resident. We know he’s deceased in the vehicle. "

The suspected killer is being reported as Devin Patrick Kelley. However, Freeman would reported, "The suspect has not been completely identified. We believe he’s a young white male, maybe in his early 20s. He was dressed in all black, tactical type gear and was wearing a ballistic vest."
