This Jon will be exactly as prone to the same behavior as the original Jon was, so it's safe to say he's going to fuck up again. History being the best performance indicator and all that.

He himself didn't engage in any of the offending actions/behaviors that the first Jon did, because he literally didn't exist yet. He has the same memories as the first Jon, but in a deep sense his memories are false. He literally wasn't there at the crime scenes, so logically, he's an innocent man.
It is eminently clear that to hold a clone accountable for the crimes of the original would be potentially sick and twisted, and arguably NOT what the founding fathers had in mind when they drafted up the concept of America after 11 rounds of whiskey, dueling, and whore-frisking.
