UFC basically also had an open policy
and when certain guys popped after that ended, they made loopholes and excuses for them

UFC test on fight night was not trying to catch guys, it was an IQ test and likely could be passed by dozens of methods

How so? Pride fighters were ALLOWED to take steroids the UFC regardless of how lacking their previous testing regimes were did actually ban steroids.
