There are plenty in the top 15 with impressive records who arguably deserved a shot more than Faber. The risky Thomas Almeida, unbeaten Cody Garbrandt, or even someone like 18 win streak Jimmie Rivera. But no, Cruz wanted Faber because he knew he had his number and he'd more likely win. Therein lies the similarity. If Bisping is ducking then so is Cruz, clearly. If you look through the records of who Faber fought for his 8 wins, most are hardly the biggest names with the richest pedigrees. So exactly what makes you think that Faber deserved the shot? Similar was my point, not equal.

I don't think anyone is arguing that Jacare is 1. But 1 doesn't always fight the champ or produce the most sellable fight and despite how they promote themselves UFC is a business in it to make money. Examples previously would be letting Conor get a shot at RDA despite never having fought that weight class, Chael fighting Jones, Holm fighting Rousey over Tate.
