I'd gift him the components and then build it with him that week to then throw a bad ass NYE party at the house where everyone can play. Multiple wins and dad points accrued.

You could definitely do it yourself. The biggest issue is setting up the raspberry pi. I’d assume it’s a little tricky if you’re clueless about those type of things.
Then it could be as cheap or expensive as you’d like. Could get a vintage cabinet with new electronics. Could plug it into a tv and play it that way. Can buy a setup ready to go off eBay or other places or build it from scratch yourself.

OP, you should also think about getting him a dream cast. They have arcade controllers and you could burn all the games you want if you have a cdR.
Plus, it has all the best fighting games in the console lineup so you don't have to mess with too many roms. All free just need to burn em. Try Guilty gear X.

I loved my Dream cast. Didn't get it until it was officially dead, picked one up uses and then downloaded a bunch of games.
MOST OF THEM ARE. I HAVE ONE MAME MACHINE THAT HAS LIKE 10000 GAMES ON IT. ALL THE ARCADE AND CONSOLE GAMES UP TO PS4. EVEN HAS THE ODD ONES LIKE TURBO GRAPHIC 16 GAMES AND SHIT@BWS has an arcade but I think they're all legit cabinet. No bodega aftermarket machines for the big guy.
