private security - he's not firing that weapon unless it's worth the paper work. I'm guessing the stabber hit the camel with his car or otherwise is at fault. Definitely not his camel, from the way the camel 'squared up' to mule-kick him when he got close. Probably the guy who's holding the tether owns the camel, because the camel chills out as soon as he and the camel get away from everyone.

not that I could string up a camel like that but I still think it's a bit primitive to do it in the street like they want to.

It wasn't the hobble, it was just the way they were acting. When I was in Saudi they made a guy kill a goat that he clipped with his motorcycle...this looked like the same scene. Stabber looked like he was being forced to do the stabbing, crowd seemed agitated.
I didn't see anybody in the cleric garb, so it didn't look like a butcher shop. But that's probably what was going on.
