sorry, i should have been clearer. the significant correction isnt regarding their specific classification level, it is that there is no evidence that anything he leaked was anything other than unclassified.

there were many memos.
some memos contained "classified" information.
comey leaked a memo.

does that prove he leaked "classified" information? no.
