I doubt it.

He's s governor talking to a premier (Canadian equivalent of a governor)... neither represents their federal government.

Premier of Alberta reached out to Trump to talk about tariffs on Canadian oil, obviously that's from our side but still this type of thing probably happens all the time. You can have a discussion without implying you are representing the federal government or signing agreements on their behalf.

I would say trying to navigate around the tariffs is flirting with it for sure.
