General HELP - I got WORMS IN MY PERMS!!!!

Got freaking worms tearing up my Mulberry tree. Hard to see, but there are a ton of them inside these silk looking fibers they weave I guess to protect themselves. How is best to get rid of them? BONUS POINTS: If you tell me it involves burning them with fire I will love you long time.

Can you make a deal with the Cicadas, and see if they'd be willing to go full carnivore for a couple of days?
