Yeah, preseason wins don't really mean anything for the regular season... but they are a good indication at front office/scouting proficiency.
It can be skewed because some teams are playing #1s and some are playing #2s #3s at the same time.
How many players get signed by other teams after roster cuts is the best way to see who has the deepest pile of talent to start the year

They don't even game plan. It's a churched-up practice.
A couple years ago someone had enough time and lack of life to dig up like 15 years worth of preseason numbers to see if there was any correlation with predicting team success, and the stats showed literally no connection. Hot dog sales were an equally predictive factor.
