I have no idea what the general public thinks. But I'll go out on a limb and say yes?

Quick Google scholar make references to 0.5-1.0% meeting the criteria (which includes ambiguity in genitalia)

Well I think from the some opinions expressed here/online, some view 'ambiguity in the genitalia' much like a unicorn. When that is far from the truth, as you just confirmed (almost 1 per 100 people could possibly struggle to fit into the traditional concepts of male or female). Good to have a medical professional's opinion to clear that up.

Do they have functional parts? Or have one good set and one that's just kind of a mutation? If neither part works I say just chop it all off and send them to live at the Vatican with the perverts. Like eunuchs

That's only at birth though and it a broad definition of course related simply to needing a second opinion at birth to make a determination of the genitalia.

Rates of things like klinefelter's are dramatically lower. Think 1/1000 or less. Which is likely much more in line with your question.

As far as I know there's never been a human with two functioning sets of sexual organs male and female. And because it was in the news, I'm aware that there's only been one hermaphrodite that ever gave birth. Otherwise this is not at all the topic I'm that familiar with.

I'm sure theres some handful of functioning external genitalia. It doesn't take too much for a blind pouch of an incomplete vagina to be "functional".

A vast majority of them don't have the externally visible genitalia of both sexes. Most of them (almost all) have the outer parts of a member of one gender but something inside indicates a bit of a grey area.
