Let him run with the "devil on your shoulder" gimmick he's already gotten over, exposing wannabe faces for really being self-serving, being the catalyst for faces to turn heel, and emboldening heels even more.

Those aren't spots on the card. Those are TV timeslots. TV timeslots do him no good if he has nowhere to go on the card. With things the way they are now, the best place to put him is somewhere in the midcard.....which his supporters would be furious over like when the Knight marks were complaining that he won the U.S. title.
Both he and Dom should get a big belt at some point.
I already laid it out - give him the "devil on your shoulder" gimmick. He's the one that puts doubt into faces that eventually becomes the impetus for them to turn heel. He sows the seeds and alters his presentation to radically affect whoever he's working wtih at the time (like how he'd change his chair in backstage segments, like how his ring gear perfectly matched AJ's etc).
How he did it with New Day was perfect, but they didn't follow-up on it at all - they really only referenced it once or twice, and New Day's heel turn in general has been one of the biggest fumbles in recent history.
They could have followed up with it by turning Miz heel or having AJ go heel, but they didn't.
You can put Kross in KoTR and have him win. Or you can build to a final match of him vs whoever (I guess Sami since they seem dead set to tell his Rocky underdog story AGAIN). Structure it so that the face has to do bad things to win & beat Kross. Kross takes the pin, but still "wins" because he turned the good guy bad.
That is then a character you can slot literally to anywhere in the card and work with any one at any level, because it's not about belts or titles or whatever else. It's about "exposing" the so-called "good guys" for who they "actually" are.
None of this is really *that* difficult to figure out or pull off.
What you're laying out is what he's doing. If the gimmick is "Kross was right" there's no need for him to have matches with people because when they do turn, they align with him. Which is the big obstacle in pointing out. I think Kross is immensely talented, but there's nowhere you can put him unless you're willing to just scrap everything you have going on.
Goldberg looked gassed just doing his intro and walk-in, and then about to pass out during his promo. I can't imagine him putting on a good match, but Gunther can do a lot with very little.
Liv going down to a freak injury sucks. But if she's out for an extended time, you can guarantee they'll have Roxanne cozying upon to Dom while she's away.
