You can with substantial forensic evidence or a confession. It's extremely uncommon though.

Vader's second degree murder charges were reversed and downgraded.

Vader is sentenced to life in prison because he killed those people. Not exactly beating the rap, if you ask me.

That's a miniscule amount when you compare it to howany murder convictions there are in a year. Also as I said, a lot of those will have significant forensic evidence or a confession.

so it's within prison standards of practice to use the showers to punish inmates?

An inmate died in their care, due to their willful negligence with regards to acceptable standards.

I bet if you look at the prosecutorial history of her administration, they've pursued charges against the public for far less.

The guy was forced into the shower, begged for help, wasn't allowed out and died. That's negligence leading to death at the very least.
