1. It does matter who he was, it's not random that he was added.
2. He was added on purpose by someone, I'm unaware of who.

Dude I've gotten strike authorizations through Signal when I was doing drones. Legit orders to kill motherfuckers.

If you have any asset in country against an adversary with the slightest ability you don't want to use US government methods as they stick out in the spectrum. You want to be able to hide within the existing architecture of a place. Signal allows that.

But yes, I use signal with multiple government clients and have authorization to do so
