Is it obstructionist when it doesn't actually address the issue? No, it's not. You'll also note I was quick to give kudos to JT when he actually did something actionable about Canada's baby formula problem. So somehow I doubt it's my internal bias.
Overturning Roe v Wade isn't inherently theocratic and that's relevant to the position you hold, and who it aligns with. Most people's stance on abortion is more nuanced than Roe v Wade allows.
