A green card is a "permanent resident" which is below a citizen. They would still need to pass the citizenship test to be naturalized citizens. A lot of lazy immigrants just stay green card holders for decades because they don't even want to go take that easy ass citizenship test which iirc they don't even need to take in english anymore.
