The comment isn't just idiotic in its callous flippancy, but in the fact that it doesn't even make sense on that level. He doesn't even seem to have a basic understanding of the dynamics of the Afghanistan war and has handed the Taliban a massive propaganda victory.
If you killed 10 million people in Afghanistan, the Taliban would actually immediately win, not lose, because basically the entire remaining 20 million people would be on their side and the government and society would have collapsed. Whatever ashes would be left to rule would be ruled by the Taliban.
And if he means committing a genocide of literally everyone in Afghanistan (why would you do this?), then he still wouldn't have got rid of the Taliban because of the movement in neighboring Pakistan.
Also, let's just entertain such an order for a moment. A) It just wouldn't happen - military leaders would outright refuse to obey and congress would then step in to stop him and B) If it did happen, it would probably lead to the total collapse of the US as the entire rest of the world would be forced to collectively confront an insane, genocidal threat 10x worse and more erratic than Nazi Germany, whose own citizens would also be in close to open revolt at what their government just did.
