This isn't really anything new. The solution is every bit as racist as the problem it was trying to fix. Putting a hard % on it certainly spells out the bias, but without "forced" guidance there are definitely hiring managers that would have that minority % at 0 no matter how big the company. That isn't right either.

What's lost in today's society - across the fucking board - is judging and developing a positive content of character. Excusing ridiculous behavior because of race is every bit as bad as judging someone before you see any behavior at all.
