Trudeau government to introduce national “Digital Identity Program”


A report published last week on revamping the Government of Canada’s digital infrastructure states that the next step to making services more convenient is to introduce a federal “Digital Identity Program.”

Details of the program were scarce in the publication titled Canada’s Digital Ambition 2022 which was signed off by President of the Treasury Board Mona Fortier and the Chief Information Officer of Canada, Catherine Luelo.

Citing the pandemic, the report outlines how a federal framework would also be integrated with provincial digital identities.

“The COVID-19 pandemic highlighted the need for government services to be accessible and flexible in the digital age. The next step in making services more convenient to access is a federal Digital Identity Program, integrated with pre-existing provincial platforms,” the report explained.

“Digital identity is the electronic equivalent of a recognized proof-of-identity document (for example, a driver’s license or passport) and confirms that ‘you are who you say you are’ in a digital context.”

Diversity Minister Ahmed Hussen says the government has cut funding to an anti-racism project over "reprehensible and vile" tweets by a senior consultant involved in the strategy.

Hussen says the project helmed by the Community Media Advocacy Centre — which received $133,000 from the Heritage Department — has been suspended.

The move follows reporting by The Canadian Press on tweets sent by Laith Marouf, a senior consultant on the project to build an anti-racism strategy for Canadian broadcasting.

Hussen described the tweets as "antisemitic" and called on the centre to explain how they hired Marouf and how they plan on rectifying the situation.

Marouf's lawyer draws a distinction between his client's tweets about people he calls "Jewish white supremacists" and Jews in general, saying Marouf harbours no animus toward the Jewish faith as a collective group.

The centre's project received funding from the Heritage Department's anti-racism action program and the diversity minister was quoted alongside Marouf in a news release about its launch last year.

Military campaign to influence public opinion continued after defence chief shut it down

According to a directive released Wednesday by acting chief of the defence staff Lt.-Gen. Wayne Eyre and Sajjan's deputy minister Jody Thomas, the military deployed propaganda techniques in Canada without approval during the pandemic and gathered information about Canadians' online activities without permission from authorities.

The directive from Eyre and Thomas concedes that the military went too far.

"Notwithstanding the best intentions of some members, errors conducted during domestic operations and training, and sometimes insular mindsets at various echelons, have eroded public confidence in the institution," reads the directive signed by Eyre and Thomas on June 9.

Eyre sent the directive to top military and civilian leaders on Wednesday after CBC News asked the Department of National Defence (DND) why the results of the reviews — all completed at varying times over the last seven months — still had not been made public.

DND said it needed time to look at the results collectively and will release all of the findings in the "coming week or so."

That timing coincides with Parliament's summer recess — and the reviews' findings could get lost in the noise of a fall election, if one is called.

DND insists it hasn't used 'psyops' on Canadians
The Ottawa Citizen first reported on the directive Thursday and has written a series of groundbreaking stories about the Canadian military's use of information operations during the pandemic.

The military is permitted to run psychological operations while deployed abroad — but it is prohibited from doing so in Canada without specific permission from the federal cabinet.

DND insists the activities undertaken to monitor and shape public discourse as it related to the pandemic did not constitute psychological operations.

In fact, DND denies it has used psychological warfare techniques, honed during the Afghan war, on Canadians. But the line between psychological warfare and information operation campaigns has become increasingly blurry over the last few years.

The directive signed by Eyre and Thomas reminds commanders that "no domestic military operation" in the informational environment should be directed at Canadian citizens.

Consultation 'minimal and hurried'
The review document obtained by CBC News says the Canadian Joint Operations Command (CJOC), which was being led by Lt.-Gen. Mike Rouleau in April 2020, "liberally interpreted" department policy. The unit decided it had the authority to conduct information operations on Canadians without government approval because it was asked by the government to help with the response to the pandemic.

The review document says that, instead of getting permission from DND or Vance, CJOC "liberally interpreted" a policy on information operations in Canada.

The review document concludes that CJOC's consultation was "initially minimal and hurried." It says that only after concerns were raised by the assistant deputy minister of public affairs staff did the unit consult people elsewhere in DND headquarters. When the matter came before Vance, he shut down the operations, says the review.

Even though CJOC's information operations were ordered shut down, the CJOC order launching the operations "enabled a chain of decisions and problematic activities at lower echelons that caused reputational damage to DND/CAF," says the directive.

The reviews found information operations were conducted on Canadians without approval and "unsanctioned" reports were produced aimed at monitoring Canadians' activities online.

The Ottawa Citizen reported last year that a specialized intelligence team scoured people's social media accounts in Ontario, claiming it was to help the military's work at long-term care homes hit hard by the pandemic. The data obtained through that work were shared with the Ontario government, the newspaper said.

"Further, teams contravened requirements by not conducting risk assessments prior to conducting activities on the Internet and they collected Canadian citizen information without our explicit direction," the directive says.

Crying wolf
The military launched another investigation after a reserve unit specializing in information warfare conducted a propaganda training exercise in September, 2020 in Nova Scotia involving a fake letter warning of grey wolves wandering around.

The military apologized and called the exercise a mistake — but even if it was inadvertent, it did amount to a psychological operation used on Canadians to influence their mindsets. Many Nova Scotians believed wolves were on the loose and the province's Land and Forestry department had to respond publicly, saying the warning was fake.

"These reviews again concluded that members and leaders lacked formal training, policies governing PSYOPS were not well understood, and adequate control measures were not in place for this type of training," says the directive from Eyre and Thomas.

The directive says "it is clear" that various information operation tools the military is deploying in Canada "have suffered from a lack of institution-wide" direction to ensure the appropriate authority and oversight are in place.

The plans, which were drawn up by a firm in Winnipeg, open a window into Trudeau’s future plans for Climate Enforcement.

Down the hall from the proposed “Firearms Storage” rooms are several evidence rooms, interrogation suites, and adjacent recording rooms.

According to a recently posted Indeed.com ad, the Ministry is searching to recruit a battalion of Climate “Pollution” Officers, a unit within the coldly named “Environmental Enforcement Directorate.”

If you emit too much carbon or use too much fertilizer, you may just be on the Climate Communists’ hit list.

The entire facility that was leaked to The Counter Signal is sketched to be over 50,000 square feet, will house hundreds of ECCC staff, and will also be home to weather forecasting staff.

The Impact Assessment Act (IAA), which was quietly passed in the final days of Trudeau’s majority government, grants sweeping power to Ministerial “Enforcement Officers.” But, until now, little has been explained about where and how Climate Police will be deployed.

The IAA empowers agents of the Ministry of Climate Change to enter premises without a warrant to “verify compliance or prevent non-compliance with [the Act].

Trudeau’s Climate Police may enter any project location that affects the environment to take photographs, access computer systems and communication devices, and “direct any person to put any machinery, vehicle or equipment in the place into operation or to cease operating it.” Climate Police may also prohibit access to the location entirely.

It seems to be no coincidence that this Climate Police armoury was placed in the heartland of agricultural production in Canada. This information comes just days after agents dispatched by ECCC were accused of trespassing on private land in Saskatchewan to collect Nitrogen samples, the newest target of Trudeau’s climate change agenda.

According to the landowners who confronted the federal agents trespassing on their land, they were told that the purpose of them being there was to test the water in the farmers’ dugouts to measure nitrate levels.

Trudeau’s government recently announced a policy to reduce the use of fertilizer on Canadian farms by 30%. This policy has been widely criticized by farmers across the country and by provincial governments in the Western provinces, with opponents saying it will cripple the food supply.

Some observers have said that there is reason to suspect that these actions are the first steps in replicating the attacks on farmers that have provoked widespread unrest in the Netherlands and elsewhere in Europe.

While the federal government has not yet confirmed it, there is speculation that the water sampling we now know is underway will be used as baseline measurements to enforce reductions in fertilizer usage going forward.
