It's not me that doesn't understand. You're saying a passport is the only way to prove someone's citizenship. You're also acknowledging that they aren't verifying anything. Those two concepts can't coexist. If they're just looking at the piece of paper you send in and rubber stamping it (which is what they do) it wouldn't be hard to get someone a fake passport if you were that dedicated to having them vote.

a birth certificate is required to prove you are a natural born citizen.
a birth certificate does not have a current photo, that be a shit id to prove you are a citizen to vote.
a birth certificate is required to get a US passport
there is NO FEDERAL DATA BASE they can check and say, oh yeah poiupoiu is a citizen, go ahead issue him a passport

in america, birth certificates are issued by individual states.
hopefully you can also understand now there is NO FEDERAL DATA BASE where they can issue voter cards to citizens, regardless of having a passport or not
