This might come as a shock, but the federal government has the ability to verify whether or not people are citizens.
i agree, there should be a valid proof of id, eligibility, and citizenship. It should be free. The closest the US has to that is a passport which costs $150 and is not setup to issue 350 million passports
In many states an ID card is free. You just have to stand in line and bring docs.

i dont know their verification process, but 100% the US Feds do not have everyones birth certificate on file. there is no national birth registry. the census doesnt keep track.
