The reasoning is absurd. The penalties should be the same across the board, regardless of apologies or whatever. Apologies are subjective. Who's to say they're sincere?

RDA's knee popped before the fight in camp. Team wanted to postpone fight so belt will probably be tied up for a year again for surgery on MCL

Ok he says he thinks he won't need surgery. Need MRI's to check, but he's never had knee problems and now one has popped so... at some point he may tear something in camp or a fight soon.
