You also wouldn't say "east coast highways don't have stop lights."
Highways on the east coast generally don't have stop lights. I can think of a few exceptions for entrance ramps on I-95 in Miami Dade County.

No one thinks of a ground level road with stop lights and intersections when referencing "the highway".

Ca -86 has lights in the middle of the desert.

Lots of highways do.
But nobody refers to that as getting on "the highway" when referencing the intracity portion that is often doubled named to a local street.

Ca 86 has lights 20 miles in the middle of the desert or more. About 5 sets. I used to race people there. Definitely no in town
