I sold all of my positions, except for my gains, before the market closed for this very reason. Back to back big days with how volatile things are...I dont expect it to last. Bet you're right and the Dow is down big tomorrow. I'll try pick up some equities on sale.
That's the game plan here. Pick up for fairly cheap, let it ride, buying on days they tank in the near future and then sitting on it for a few months once everything settles. Sell, then buy into more long term type stocks.

And it looks like the Dems got their way. 880 page bill for "disaster recovery" and they managed to add $25 million for the Kennedy Center and $25 million for NPR. What the fuck does that have to do with the current situation? I'm sure there's more. My assumption is the GOP got tired of fucking with them and wanted something pushed through even if it wasn't perfect, so after 3 days of the Dems crying in the sandox the GOP gave up.

It's an indicator of post-market and pre-market trading.
The market is "open" from 9:30 am to 4:00 pm, but trading happens after the market closes and before it opens. ECNs (electronic communication network) match potential buyers and sellers and report the transaction before the bell opens the day. The sum of those off-market transactions are what you are seeing.
They are processed when the bell sounds to open the day and that's where the market immediately goes, but it can quickly change direction depending on trades done during the open hours.
