Exactly - and instead of taking all the citizens money upfront, you have them spend it into the national economy on shit nobody needs and taking up morgages and tax their income. It's a win win, state gets most of the pasta anyway and the citizens get some material goods, their own home and vacations. Important that they constantly buy stuff (i.e. give the money back to the state through taxes).

Private individuals should be able to do business with who they please. If they are a good business they won't make their prospective customer group any smaller than it already is. A dumb one will.
