No, there's a massive spike because people believe masks provide a level of protection that they don't offer. Social distancing and maintaining small social circles have completely flown out the window. Our cases are up 400% on the 15 days since mask implementation.
your sample window is way too small to try and draw conclusion like that.
The sample starts in March and they've negin asking those who test positive their recent behaviors. It turns out people think you can have house parties as long as you wear a mask when you're at the store.

Actually I’m not exactly sure. My sister has a small salon in a building with probably 50 other hair and nail salons in it. Not possible to have 50 people working on the sidewalk.

Just spit balling because I have no idea of your sister's work environment, but could they set up a tent and section off part of a parking lot? Leave the tent sides off so it has good airflow?

i'm not getting the connection to masks...in areas where community spread hasn't happened, I'd expect most of the cases to come from sick people engaging in group activities - socially or for work. The purpose of masks is to prevent community spread, and if those people had worn masks appropriately most of those cases wouldn't have happened.
