/Pol/ meming exists to intentionally blur lines and hide racism in plain site under the guise of humor. More fringe overtly racist sites have actually promoted this tactic and /pol/ has become the unwitting proving around for it over the last 5 years. It didn't used to be that way. Now it's a disgusting cesspool of racist anti-semitism. Mostly black and Jews but it's white supremacists at its core built out of basement dwellers that are mostly dorky white NEETs.
A modern example of the meta racism is the honkler meme that you've posted before.
Clown Pepe was a random meme that was then given racist meming questionably tongue In check until /pol/ decided to push it. So then you have people posting to lunch black people and Jews and then saying "hahaha it's just a joke". Except most of the content associated with honkler eventually just became about racism. Twitterati idiots like Paul Joseph Watson then pick it up after the fact and claim it's just an example of leftist being scared of clown memes. Except that was the entire point. The entire point is to couch racism in the most absurd meme possible to make it more palatable into the mainstream and get people to say "omg you're freaking out about a clown?!??". except nobody's freaking out about a clown, it's the entire subreddit and /pol/ literally calling black people 'niggers' and for Jews to be cooked in ovens.
