Losing significant institutional memory and then we will do a transition in January on top of that.
Not to mention the people being put in place are a ragtag of people that were fired or not confirmed in the past for various reasons... Such as referring to Obama as a "terrorist leader".
So there's no telling if their placement will be worse than just having acting positions filled by the existing subordinates temporarily

The allegations have minimal data so far.
There is no evidence of any fraud to date to support the amount of votes it would take to overturn to change states let alone the entire election.
You often take this tact when somebody tries to give you a seat at the debate table. Here I'm letting you offer your thoughts but instead you give me "whatever you say" while just punching my positions and offering none of your own.
That's an easy and safe position.

In Canada when you win an election you're sworn in like 2 weeks later. The vast majority of people who run government departments are bureaucrats who don't transition with elected leaders. This is both the institutional memory you refer to and the actual "deep state" that conspiracy theorists fondle themselves over, but that's a digression for another time.
When I was trying to figure out why America has election in November and inaugurations in January. It was explained that it used to be March, it was March because a cabinet needed to be assembled from across the country and transportation was horse and carriage in the 1800's. In the 30's they decided that was ridiculous and moved it up to January. Now they just leave it that way on tradition. In this instance, that tradition has created a fucking nightmare. That nightmare began in the weeks leading up to the election, another digression, and will likely last through right until the early days or 2021.

Yeah the delay seems a little weird the more you think about it.
I remember when Trump came in he thought that all the staff and the White House was still there but apparently a ton of that turns over with the new president. The previous team is supposed to be doing handoff like right now.
Trump apparently showed up with basically no transition team in 2016.
This isn't really a defense to the process. Just saying that's the kind of stuff that's apparently normally going on during this two month time. Obviously if you're far enough in to be one of the final couple for president you could easily have your transition team put together and ready to put in place in a couple of weeks.

Don't you worry that if a leader loses an election and starts gutting staff in an awkward interim that they could be doing it for self-serving reasons?
If it were the right reasons, wouldn't they have just put that staff in place earlier to use them?

He thinks he is winning this election obviously.
I'm obviously more familiar with Canadian government departments than American ones, but I'd be surprised if many people beyond the secretaries are actually being replaced when a new leader comes in. If departments were being wholesale gutted, the country would never be in a functional state.
That said, I also can't help but wonder if states, and officials would have been a little more diligent with their handling of ballots/election day if they knew the new president needed to be in office on November 25th, instead of sometime in January. And that it would be a big problem to still be counting ballots a week after the election was over.
