This is where you guys are fucked. If trump picked up the phone and said okay let's nuke China.the order wouldn't go through. A bunch of others would jump in and say he's stupid and ignore it etc.
Then they would have all kinds of secret meetings etc to discuss if his order was lawful and appropriate.
That's why you need a prince. When people can't decide on shit like this you need a failsafe to make an instant decision.
