In Belgium you could buy beer at 16 but smokes at 18. They drink different there tho, they seem very responsible.
I'm not sure what the age of consent is there. But some places had glass alleys with windows full of hookers like in Amsterdam.
IIRC, it's 14 with some sort of exception, given both are under a certian age. Kinda like Scott Weiner's bill, just more reasonable.
