I believe you can be fined for filing frivolous lawsuits, but I don't think it's illegal.
some of the things the auditors were doing was potentially illegal, like trying to access authorized signatures. Some of it is just "audit security 101", like not allowing blue/black pens in the audit area and requiring positive control of all ballots and systems.
so there's nothing "illegal" about handing over the ballots to a private organization, but it's untoward and irrelevant.
EDIT - the only reason they're allowed to proceed with such a shitty "audit" is because it can't change anything about the election.

what was Hillary and the DNC doing in June of 2016? were they using state legislatures where they had a majority to fund asinine fraudits to convince donors that the election was stolen? Was the DNC ousting people from leadership positions for saying the election was authentic?
