Trump 'believed' that there were 100s of thousands of votes that had not been counted. And he was saying "i don't need you to find all of them, just enough for me to win the electoral votes."
Well that actual quote was "find the fraud", which given his personal very distant relationship with honesty, was simply a differently worded directive to find something that doesn't exist.
I can't find on Google whether the election officials had already asserted there was none.

the context of the conversation matters. He and his "legal team" were asserting that a significant number of votes had been left uncounted, and that he needed them to find a reason to count 11k of them so he could win the state.

so there was no air quotes around his request to "find" the votes. His position was that they just needed to count the votes that had been cast. It was the whole narrative of "how GA was stolen" - they stopped counts and didn't count votes.
