all bueno. I'm not implying that WI sucks at herd management, technically i'm saying it directly, but unserious.

there are a lot of factors that dictate what deer get taken, probably the biggest for IA is that until a few years ago, it was illegal to hunt with rifles. So every deer taken in Iowa was a deer taken from <75 yds (on average). It's also the lay of the land, but the entire Mississippi River Valley is over run with whitetail. There's generally larger herds of bigger animals on the west side, but because WI is at the north end of the funnel where the Mississippi and Missouri Rivers come together, there's good deer country up there. But my family members in IA go to WI to do real distance shooting (>1km) because the geography allows it. The hills are too dense in IA, which makes for better deer habitat but tougher deer hunting.

It depends which definition of trophy hunting you're using. If you're using the original, then it definitely is. If you're using CNN's it's an entirely different conversation and it's actually poaching.

in IA, you can maintain a "feed plot" of native vegetation for deer, but you're not allowed to kill anything within a certain distance, and that's new. It used to be a "go to jail" crime to shoot a deer with (IIRC) 50 yds of a salt lick.

In WI, you're only forbidden from baiting for deer in counties with CWS, and that's only in the last year or so.
