Maybe, but that strikes me as a dubious claim given that he sped past a bunch of people not hitting any both before and after the marching band (who took up the whole street)

We had a guy here a few years back who was hitting people on purpose and the outcome was drastically different. If this dude was trying to kill people, the sidewalk would be the place to be.

This will get flipped to "Why were the cops chasing someone if they knew there was a parade near by!"
It would be a legitimate criticism if so. Most police agencies have a "no pursue" policy once the fleeing suspect reaches a certain speed, as said pursuit would put more lives at risk than allowing the perp to get away.

from the video, it looks like the police discontinued the chase once they turned on the parade route. I didn't see any police SUVs following with lights and sirens.

As a practice, bail is bullshit.

Your release should be based on your risk to the public, not your ability to pay a fine.
In practice I think that's how it's supposed to work, but it's also based on available housing for incarceration.
