We sanctioned. Didn't pull their access.
If we did all kinds of weird options start happening. Russia goes to China as a backdoor. Crypto? Accelerates dollar as not a reserve currency? And then when we don't have that threat, we have to threaten some other way in the future that could be faster to war.
