I think this is why we aren't kicking them from SWIFT. If we go that far what's left? Things we have termed as causes for force like hacking, infrastructure attacks, etc. And then we are at hot war real quick.

There's also the issue of overplaying the financial hegemony hand.

Push it too far and you risk losing it as you alienate too much of the world.

It's up to the people he threatened to kill. I think he's just on drugs talking smack. But he also wasn't targeting me. So I'm going to uphold the rule unless those he was targeting see otherwise.
