Not if you give developers a chance to make more money by sourcing cheaper (read as foreign) goods.
Developers will just make more money. When they bid the job, they'll use American sourced material for the price. Whoever is awarded the job will then go to source it. This bill says that it must be bought American unless it's 25% more expensive to do so. So they go to their foreign partners and tell them where they need to be.
So the taxpayers PAY for American-sourced materials, but that isn't what necessarily is used. The difference goes into the developer's pockets.
If you give greedy people a loophole, they'll exploit it.
Seems this same logic could be used to explain the exception. Allow greedy American companies to take advantage during times of shortages and it’s the tax payer who loses out to inflated prices.
The prices will already be inflated because they are quoting it "Made In America". The clause allows it to be sourced overseas. So it's higher pricing with no real benefit.
It's a good start by his administration to encourage domestic sourcing, but they need to ratchet in the loopholes if they are going to have an impact.
