Developers will just make more money. When they bid the job, they'll use American sourced material for the price. Whoever is awarded the job will then go to source it. This bill says that it must be bought American unless it's 25% more expensive to do so. So the taxpayers PAY for American-sourced materials, but that isn't what necessarily is used. The difference goes into the developer's pockets.
