It's bucking the partisan lean of the moderators and questions.
I thought it had to do with their inability to articulate a platform.

Too bad they can’t plead the fifth during a debate!

So you think they should halt all future projects if they run short on available American steel?

Also, why did you cut out the second half of the sentence you quoted?

However, the rules also set up a process to waive those requirements in case there are not enough domestic producers or the material costs too much, with the goal of issuing fewer waivers over time as U.S. manufacturing capacity increases.
And then of course there is this..

starting on May 14 "none of the funds" allocated to federal agencies for projects may be spent "unless all of the iron, steel, manufactured products, and construction materials used in the project are produced in the United States."

If it's not available, it's not available - but having a "costs too much" clause in there means you might as well not mention "source American" at all.

Maybe if this wasn’t also written into the bill.

So you don’t think this will have any impact on American steel companies and manufacturing in America?
Not if you give developers a chance to make more money by sourcing cheaper (read as foreign) goods.

Developers will just make more money. When they bid the job, they'll use American sourced material for the price. Whoever is awarded the job will then go to source it. This bill says that it must be bought American unless it's 25% more expensive to do so. So they go to their foreign partners and tell them where they need to be.

So the taxpayers PAY for American-sourced materials, but that isn't what necessarily is used. The difference goes into the developer's pockets.

If you give greedy people a loophole, they'll exploit it.

Seems this same logic could be used to explain the exception. Allow greedy American companies to take advantage during times of shortages and it’s the tax payer who loses out to inflated prices.

The prices will already be inflated because they are quoting it "Made In America". The clause allows it to be sourced overseas. So it's higher pricing with no real benefit.

It's a good start by his administration to encourage domestic sourcing, but they need to ratchet in the loopholes if they are going to have an impact.
